For initial, yes
I'd likely roll in private /112's per user per location afterwards and then allow users the ability to assign ip's out of it.
I haven't decided fully yet but it made the most sense.

Nope and nope.
I personally don't like xen and see no reason to offer it when we have KVM.
If anything, I'd just roll our current KVM templating system into production. We do have a KVM template system and it works quite nice (similar setup to an openvz template), just it's used for internal projects only. I'll be basing our template system off that code.

Windows will be harder since I can't 'template' it due to missing ATTR data if we ripped the files from NTFS. We'll likely have to do something lame like a dd image that we grow

Sure for the most part. The turnkey templates would be really easy to convert since the iso's have a single, large, root.fs file that I can mount with loopback and pull the data.
Other templates would require me to pack them myself.
I could likely buy access to one of the kvm template companies out there and repack them but I dunno, I never liked how they did things in them. Granted, I could just replace the bashrc and uninstall the crap they included. I'm pretty sure fail2ban is included, etc.
