As for shipping price, yeah $5 for shipping is great
However, I had some coupons from a parcel forwarding company so I just shipped to the U.S. 
Keys arrived today, ordered 7x YubiKey 5 NFC and 3x YubiKey 5C NFC but they sent 5x each, oh well.
Happy with it. Two for me and the rest for friends, though they're now asking me to order more and it's not possible to - nor even I have codes to. This offer is super sweet. Thank you @Chuck for letting us know!
I had a ticket with Yubico open and they put the issue back onto cloudflare. So pretty much luck which support person answers I guess.
I have not received them yet. Still waiting.

Haven't ordered yet, due to potential shipping issue, since my home == work address, so right now I don't have a "concrete" address where I could send the package.
I plan to email yubico, just to confirm they won't mark the code claimed if I check the total price, so definitely it will be after 21st Oct.
No they won't mark as claimed until you purchase using that code.
@oriend - Your situation reminds me of the good old days when people used to have a rented postal box, at the postal office, for letters and small packages. That was a nice privacy to have, especially for porn magazines.

Received my code just now. I requested on the 3rd and ticked the new requirements (created a zone and activated cloudflare access) on the 8th
Also saw on the cloudflare forum that they will (eventually) send codes to accounts that meet the requirements after rejecting. I never received a rejection email but might be useful info
finally got 2 yc 5 nfc and 2 yc 5c nfc.
Would make more sense to have 1x USB-A + 1x USB-C for each person as it would cover all devices

Update: people ordering now seem to get shipment on 26th of October.
I've tried this, and no, they will not mark it as claimed unless you actually purchase with it.
Mine showed that it will ship on the 21th, however mine was shipped at 11th
