    Yes, you are right. I can confirm the receiving and refund account was the same. Sorry for the inaccuracy and it is the paypal's policy that the fee is not refundable, which was changed in 2022:

    You won’t pay any fees to refund a payment for goods or services, but we won’t return the fees you originally paid as the seller.

    Great, I should have made a Google search first. And sorry for my wrongful complaint. I should complain to paypal rather than iHostArt.
