This policy is outlined in their User Agreement, specifically in Section 4.6 (Fees for Sending and Receiving Payments) and Section 4.7 (No Surcharges).
Section 4.6 of the User Agreement states that "We will not charge you a fee for sending money, but there may be fees associated with receiving money, which will be reflected in your PayPal balance." This means that the person or business receiving the payment may be responsible for paying a fee, but the person sending the payment will not be charged a fee by PayPal.
Section 4.7 of the User Agreement states that "You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions."
This means that merchants cannot pass the PayPal fees or charges onto the customer in the form of a surcharge or additional fee.
