    Still, for the sake of transparency, the limiting bandwidth must be mentioned in the offer. This way, customer knows in advance, what to expect.

    It is matter of time, if you get just 20 customers who use 2 TB bandwidth (that is 50% of allocated) …
    total bandwidth used = 20 x 2 = 40 TB and your overall average bandwidth rate will be over 100 Mbps

    I think the point is, that there's no hard limit. You can use it as you require but if it's too much at one point (e.g. several consecutive months 4TB), it's over. Fair use, without hard limits.

    Yes, you're right with the hard limit. What I mean was the average usage (no specific time period) hard limit. This is "fair use".
    Well, in their TOS they refer to a AUP which is somehow inaccessible for me right now. I suppose they define it within this part.

    If you talk about constant usage yes, but one time spikes to your hard limit should be ok if I understand @LittleCreek correctly.
