Thanks. Hope its not a moving target as i have read this 3-4 days ago here already ;-)
And even if it became 5 or 6 days I wouldn't care much. The relevant point is that after that period the VPS should work flawlessly with say 99% uptime.
Waiting a couple of days to get a working system is annoying but worth it. Shaving off a day or two and working hurriedly isn't much less annoying but ending up with an unstable situation again would be a killer.
So I don't complain about x days vs x+2 days if it works properly then.

Hello dear customer here it's a tutorial to get access to the /storage partition again, it must be re-mounted
again ,here are the following commands that must be performed to make
the partition work again, if you encounter problems, please send a
replay to this email and we will help you
Step 1:
Login with VNC , if you don't have VNC acces replay on this mail and give you VNC Acces (or check on spam if you have a mail with VNC Acces , title it's "VNC Acces for re-mount partition")
Step 2:
Login on you vps with root user
Step 3:
Put this commands on terminal
sudo mkfs.ext4 /dev/sdb
sudo mount /dev/sdb /storage
Step 3:
Go on /etc/fstab
Put this command on terminal
nano /etc/fstab
after put this command please delete the old /storage and pun the new
one
/dev/sdb /storage ext4 defaults 0 2
Step 4:
Give reboot on VPS , after reboot go on terminal and put
df -h
And check if /storage partition appear , if not apear only replay on this email and we help you for back online , preferable leave password of VPS for acces to re-mount our staff
If somehow your VPS is inaccessible, please contact us through a
replay at this email and help you for fixed this problems

I thought something had gone wrong at my first attempt doing mkfs.ext4 and rebooted but it's just taking a very long time (over 18 minutes) to format a 4TB partition.

I don't know if that amount of time is normal. I did create a partition with gdisk but I doubt that is the cause of the time taken.
Likely due to the I/O limit put on the disk if I had to guess.
disk performance was good 10 hours ago, now it's bad. I can't even complete a benchmark. Something happens...again...

I/we were told to wait a couple of days for the first phase of "wild testing" and uploading to end.
So, I did wait.
Just ran a test (of the large storage drive) again. The 4t4k result:
2.39 MB/s, 611 IOPs
Maybe just unlucky timing but still, just about 1/3rd of the former performance.
Sure, it's a dirt cheap storage VPS and for its price it probably is within what some (many?) consider acceptable but I'm not exactly happy. But of course I'll do some more runs over the coming weeks; after all, I want to be fair with @Calin.
I just ran a fio 4k test on the storage partition, here's result
How you get 2.39MB/s?
(a)different test methods with different parameters create different results, (b) maybe I ran mine at an "unfortunate" time and/or you ran yours at a more fortunate time.
Depending on how a storage server is built and configured a couple of users more or less can make a significant difference.
