I need a refund for the Invoice #23487.
Because the CPU is not as good as my advin JP server, so I need a refund.
And in order not to take up PVE resources, I shutdown the vps immediately after I have tested the CPU.

Because your refund promise is 48 hours, and now that my machine has been up for close to 48 hours, your response is too slow

New VPS's most likely, but it will take a bit of time. Hoping for EPYC Genoa systems to be under the KVM Standard+ VPS tab.

2 GB RAM (4gb is better)
30 gb hard drive

That is the minimum configuration for installing Windows Server OS, especially considering the fair usage on cpu vCore

Spain to Japan might be a little tough, I would wait for Europe if possible
