I think yes. BGP options are seen in the settings and no cost is mentioned.
Yes BGP is allowed , mine BGP got activated too after providing them the details and LOA.
Also have you set-up 2 factor authentication , it will get activated soon if you have fulfilled their requirement.

it's the same requirements with AWS free tier, then why not using AWS instead? They have much more locations compared to VULTR.

It’s AWS… probably just left a single VM running or something.
When they advertised it as “free tier” instead of “free trial”, most people thought it is free forever, unlike AWS which offers only 1 year free.
I don't believe there is such a thing like "always free", instead I prefer something more certain or predictable.
"Always free" means the service can be terminated at any time imho. I've encountered many "free" services since decades ago, some of which survived, while others just stopped services.
Anyway, thanks to Vultr.com, and I'll try to apply one.

I assume this means they are not giving any bandwidth for the free tier? So, I will be charged for my "free" VM...

Because every provider I know requires the same info that Vultr requires.

You signed up and topped up your account with $5 (which you still have to use in your account), on the basis of getting a free VPS (which they very clearly said was not guaranteed and limited), but because they haven’t replied within 48 hours you’re done with them and have decided it’s all just a data gathering operation and an attempt to get people’s money? 🤔
