You might as well escalate it to a claim right away, either nobody will reply to the dispute and you will waste time or they will write a load of bs that might change PayPal's mind...
I hope you were honest, and emphasised the point that although the service was delivered to you - it does not work.
It's good that their offers are yearly plans. Since there's no renewal, better chance at winning the dispute. If a service has been renewed, there'll be doubt in the dispute/claim, as it'd mean a service was indeed provided.
