I have sent PM to most of the ASN providers with no reply.
I am looking for RIPE/LACNIC/AFRINIC IP space a /24, /25, /26, /27 depending on the price. I'd like something dirty for cheap for permanent transfer (not rent).
If you have a killer deal for leasing then I'd consider it, but I have a lot of customers who are noobs and get their Windows VPS's hacked, so abuse forwarding is a must.

IPv4 and dirt cheap doesn't go well together nowadays, so good luck with your budget.
I currently do not have any IPv4 space available but are happy to help with all other RIPE LIR services (ASN or IPv6).
Well I got the ASN which came with one IPv4 IP and a /64 IPv6, but now I am still looking for the IP4 space. Yes the ASN was very cheap, one time only fee. I've contacted some companies who were selling dirty IP space like ipv4mall and they were still way off price wise. Maybe it's because I requested LACNIC space but if anyone has RIPE/APNIC/LACNIC IP space I'd appreciate it.

If you lease something, you will be most likely be your own abuse contact.
https://labs.ripe.net/Members/stephen_strowes/visibility-of-prefix-lengths-in-ipv4-and-ipv6 show that you can forget about any longer prefix than /24 for usuable global routing.

Your right about that...the company also seems to be one man show. They do however office address,company registration number and their ip range is also listed on RIPE
