As I said, most likely DDoS-related. 191.96.11.0/24 is routed currently via GSL

Why are the VPS server offers on this forum a scam?
I made a payment to chunkserver. The payment status is unpaid - the server is unavailable.
chunkserver is thieves and scammers
chunkserver simply stole my money.
They sure are slow with tickets, but it's not a scam.
Before you do these kind of statements, if you want to be taken seriously, share a timeline about what happened, when, what you did to reach out, etc.
Is Chunkserve the best provider here? Nope. There are issues.
Is Chunkserve slow in responding on tickets? Most of the time: yes.
Is Chunkserve a scammer and/or thieve? Haven't seen any evidence for that.
I'm not happy with my VPS from Chunkserve, but at least he's trying to fix things. And he goes on with that for a longer period as most of the "I'm trying to create a hosting business but I'm facing many obstacles" providers that I've seen in my lifetime, so I admire him for that. Accusations like you make are not fair in my opinion.
