We're currently experiencing a large carpet-bomb DDoS attacks, this is probably related. Will let you know more on the ticket.
As I said, most likely DDoS-related. 191.96.11.0/24 is routed currently via GSL
Any UDP traffic now seems to get dropped on that subnet - ticket ZHU-216795
