Unless you plan to open the entire VPS' file system to the internet, I'm not sure if even a free VPS is worth taking, nevermind one that costs any amount of money.

For example, I have lots of images in a folder but i don't want people to list those images. I will put restrictions in the web server config file then.

You're getting hung up on the conventionally used directory names. You can't see a directory listing of "public_html" on any of my accounts. Some of them you can't see anything at all without authentication.
edit: i don't even use "public_html" as a directory name, for example.
Maybe. My point is as follows. If the folder is configured (either by the host or by the user) as publicly accessible and the host detects whatever is in breach of AUP by doing a random scan on public folder, I do not believe it is fair to say the host is snooping-pooping user's data. Am I wrong?
public_html folder not necessarily is public unless configured in Web server.
If as a user, I have not made public_html accessible, then host will be snooping pooping even in scan of that folder (because it isn't in public domain).
There's a reason why most providers do not opt such exercises.

Nope. Imagine that if you host private stuff with feet infected with mildew. Just a mild creative, some necrosis or overgrown nails. It is easy to overreact to such situations. Especially if files named like: lick_and_smell_fungus_prison.mkv
