@Verasel I think your idea is extremely generous and my concern is really about the potential abuse and the extra work this will cause for you.
This forum does attract people from the 'low end' and as such, some really do act 'low end'. As has been said if something is free then what is to stop a lowender abusing the service. Using the number of 'thanks' is beneficial but you already said people could pass these on to others so the thanks is not really the best of solutions.
Another point is support - even if something is free, lowenders will still moan and groan. You should also consider that a lowender may be a first timer and have little to no knowledge of either a VPS or hosting, so support could be big challenge.
As far as privacy - it is your choice, but an account on here is 'semi private', so I would say if someone causes problems on your servers and you ban them, then they should be banned from here. Obviously this would need approval from 'the powers that be', but it could be used as a deterrent.
I am not trying to put you off but hope the above gives you the big picture.
As far as specs -
I would always choose a VPS as I can choose to host if I wish or do anything else.
The VPS specs should be fine, but if I was in your position I would have an extremely limited number of OS templates which all contain a script allowing the install of certain configurations. These scripts could be created and supported by the community here.

Do you verify is the user is the LET account holder ? Maybe implement a system of verification, similar to domain verification. The user needs to place a random string of characters at the end of their bio or in a comment that you can verify. Else people will send you random names.
Also ipv6 only would be a great teaching tool. I always had the luxury of v4, having to be able to play around with v6 would be amazing. Maybe it’s even tax deductible for public education 😉
If you're prepared to finance the entire venture I would still question your choice of panel. I wonder if an open source solution, something that people can easily and affordably replicate, would be a better fit for your goals of learning and growing, rather than getting users dependent on a paid panel. The downside of course is that some people won't use it if it isn't easy enough.
A functioning Email would be nice, and arguably a necessary component of a normal website; although there is heavy potential for abuse, and other free options are available.
I've only recently started using docker myself. I've been using runtipi. It consumes about 256MB RAM and handles a couple small containers even on a 1GB VPS. I've also used easypanel and they are both very similar, but runtipi seems to be a bit lighter and a smoother user experience (my opinion).

I prefer vps node with basic 512/1g/2g ram and 1-4 vcores initially. And for a certain period like 3 months or half an year to make sure no abuse to the server and then provide a ipv4 to try the best not to dirty the shared ipv4.
In additionlly. People (let users with fair reputation such as post count thanks count etc) can also pay extra 1-2$ fee to upgrade to a better spec or pay a commercial bill to upgrade to a business customer

I saw Shared Hosting Node and thought of https://www.serv00.com/, a free hosting service. You'll notice that it has already reached its limit of 170,000/170,000. They have expanded with many more nodes, yet they still get fully occupied! So, this remains quite risky! But the original intent of your plan is truly great!

Well, unless the end-user's required specs are unrealistic for a free shared hosting (eq. dedicated IP, X00 GB Space, unlimited traffic ... etc.) there are already quite a lot providers who offers at least a decent service.
Is it worth the hassle?! Prolly not. But I don't want to kill your enthusiasm, so good luck.

After speaking to a very knowledgeable person in the industry, I think I am going with DA or https://easypanel.io -- but it's going to be a decent and honorable project, with free speech in mind. Meaning, not for abusers, but rather, for those looking to either tinker with things, or simply spin up a quick WP instance and test things.
But, I decided against VPS... I simply do not have the resources to ensure that I give what people deserve (enough cores, etc) and I would never oversell, one of the reasons why I never went into the VPS business, it's too expensive to do it properly, at least in my humble opinion.
I am not 100% certain whether or not I am right that it's expensive to do it properly, but from what I checked, I would need to fork out A LOT of money in order to ensure that people get something worth their time and effort, and be able to use it without waiting forever to install packages.
So I think either DA or EasyPanel... I am leaning towards EasyPanel for some reason... but like I said -- 100% free -- always. No upsells, nothing. But, you have to be an active LET user, with a purpose. Otherwise it's abuse paradise, and I would not be able to sustain that. We have to be realistic...

It's going to be a free project, so no support Staff needed, and I work alone, but if I ever get to the big leagues... I will hire some people... and they will be from LET, and they will be paid well!

I'd be interested in something like https://neocities.org/, but built on modern p2p technologies. For example, with seamless IPFS integration (with javascript injection inside html), something close to what Peertube is doing: every website visitor becomes the seeder of the content which they already visited in their web browser.
Neocities did some interesting things in the social aspect, but their engine lacks any type of dynamic content (such as a simple guestbook or a comment section for a blog), and has strict filetype and filesize limitations.
They have kind-of website comments inside the Neocities page, but it's more like an internal microblog than a dynamic content, you can't embed it into your webpage.
It would be very cool to combine these ideas. Neocities + Tildas + p2p.
