Ml and tk are ccTLds. Cost depends on the country (ICANN has no say) and should be/usually is much cheaper.
Now, ml and tk were sold to a Dutch company for a fee(promise) so the 'countries' waived their registry rights to a commercial entity.
Ask ai about freenom... Get some popcorn in advance.
And yes, after the first round when ICANN opened up new domain extensions to be released new rules applied, they (registries) can do whatever they want. Unlike gTLDs (com/net/org)
Changes are made along the way as well after registries have been awarded to new management after bids. Like . info, withholding registrations, tiered pricing.
Then you have . co which is is also a cctld but basically a repurposed gTLD. Lots of shenanigans going on.

Didn't realize gTLD rules were different from ccTLD since many of the latter are being used as former like I guess dot tv.
I know about freenom, there was a time almost 13-14 years ago when I had a startup where we were working on a blogging platform, blogs were all the rage back then. We tried integrating all these free tlds with user blog domains, interesting times

interesting, just checked other Swedish hosts and seems Inleed is the only one offering .se/.nu domains at a huge loss.
Last time I had actual insights into these TLDs in direct contact with IIS, it was in the mid 100SEK range per domain. And that was a few years ago, so I can see the actual cost being close to 200SEK.
Much different. That's why you'll find 'shady stuff' switching to ccTLds. ICANN (read USA) has no say about them.

IIRC the cost is like 120 SEK from IIS. Not sure about this though. Inleed’s renewal is 139 SEK.
They likely have higher profit margins on hosting.
Oderland is way more expensive.

Also, I think Inleed didn’t even do cheaper registrations than renewal until recently, they didn’t have the capital to not profit during the first year as I guess they do now. However, the larger registrars are often having much more aggressive first year pricing compared to Inleed.
Sometimes I register with one of those and instantly transfer to Inleed.
Edit: IIRC the domain pricing that registrars get by IIS depends on how many % of their registered domains use DNSSEC.
