I'm much more likely to purchase a service from a new provider if their sales thread only has 1-2 pages, and it's mostly feedback from customers, even if they just mention having the service for a few months.
Also, ~$200/yr for a provider is cheap. That's $15/mo which is nothing in comparison to the price of IPs, co-location, etc.
If a provider is crying about not wanting to pay $15 because they can't make threads full of pointless spam, they're not a provider worth anyone's time anyway IMO
After all, one thing that has always existed in this community is people buying literally everything for no reason, and trying to find the little gems amongst hosts. There are always going to be people who buy the services of a new host, because they want to try it.
Isn't it better to have a new host who makes a few sales with their first deal, provides a great service, and then in their next deal has some nice feedback from the original customers?
Compare that to a new provider who comes along, makes some stupid "post your invoice for 2x bandwidth" deal and gets hundreds of pages of spam which is of no use to anyone at all, keeping their thread bumped up and drowning out any useful feedback for their service.
I know which I prefer
A mod, without any software changes, still comment, "Closing thead because x" and then close/lock the thread.
It will be the last comment in the thread so easy to find.
Long overdue, some providers run promotional offers with "Spam" comments, and hardly anything that says something about their service. Not a good impression especially for someone who came to this forum for the first time to buy a service.

I'll categorise the audience of LET in to two sections.
Members: who believes they are part of community and bickering about what should or shouldn't be done. They will buy based upon the overall years of reviews, stability and connections with the providers via LET platform.
The buyers: who has nothing to do with how the forum runs except they want a cheap deal in whatever form they can get. Sometimes even if it is at the cost of stability, then be it.
Not sure both the type have similar priorities and will want the same.
Stop spamming by leaving invoice number for double bandwidth something like that.
When searching something got all thousands useless results.
If rules are unclear or if loopholes are left to get around it... then the loopholes are very likely to be used, by those that benefit from it.
The first step would be to be clear on what the overall end goal and priority is.
Is it about quantity or quality?
Sometimes you can 't have your cake and eat it.
Alternatively one could probably have a separate section like, "Spammy Offers" with relaxed rules and all goes, whose threads don't list/rank in the main/home list, or only from Page 2, or whatever makes sense to achieve whatever the actual goal is.

All this because this portal run a forum software for deals and offers, rather than catalog based page for deals and offers.
A thread is pumped to front because of a comment from anyone or amature or ignorable or merely a word which may or not worth for other user which is subjective.
Also the software behind not easily customizable, does not apply weighted measures, it is not only provider thread, any thread 6 months or years old come to front due to a comment by one user. It is not that user has intended to push to front, the app just pump it for a comment.
Blamming users or providers is not right, the system behind LET needs replacement/improvement, unfortunately as many coders, db admins, vps admin, Linux and networking experts here, the owner of the forum deployed an amature, incomplete software, blammimg, threatening providers and users not right.
If I click post comment, this thread will be at 4th position on homepage for a while, this is not my intention at all. I simply want to express my point so other users in other thread. Someone post their order. Some provider post ack for resource doubling. One user may ask help. One post udemy course. One post what song you listen. One ask question. one answer. Even mods and admins post comments, which are totally useless and timewasters if we really wanted to be pointy.
If one provider thread does not pump, other categories users may post some comment, that push that thread on top. How to regulate every users?
This thread and mods aka staffs try to show that forum users should not think LET as their community instead there is a owner, moderators, staffs, providers, favorable providers, rules can be partial. I simply follow the crowd and patterns, I never read rules here as an user.

Else there is nothing stopping anyone to not follow/ respect rules as there is no severe enforcement
