With a few multi accounts one can that way basically eliminate direct competition as soon as they post offer.

They’ll get lost in the void. Only new threads and threads so useless nobody wants to reply will be seen. Only showing dead threads has worked for WHT so it surely would work here as well.

Keep the status quo until the rules are improved. Although spam makes some people unhappy, it also provides more traffic to the forum, usually called $.
Some people feel they are being interrupted, so forums can do two things to reduce their dissatisfaction with being interrupted.

"we all know it's a spam" is taken lightly but the whole devil is there.
Many of the people in this thread, who are writing these practices to be stopped; are in fact guilty of it in the BF megathread. Those spam comments served no body except creating noise.
It wasn't even giveaway or post your invoice # to double the resources so there was no compulsion to post all those comments in the megathread yet, many people opted for it. And out of those, some are here in this thread calling out other spammers. But at the end of the day, those are not spam because it didn't violate forum guidelines nor moderators have put any notice to stop it. Till either one/both happens, those are valid post.
Nobody wants to open the pandoras box i.e., what constitutes a spam because it creates complexities. I'll ask in a straight forward way.
Post the invoice double the resource. - Is it spam? If yes, then how should one approach towards this strategy? Since there will be many new patron providers, they will be burried among the giant ones who had been here for years otherwise. By above, we can calculate the matrix how a even new provider is selling something which is currently a hot product in the town and popular. What alternative route should we implement if above is considered spam? As a buyer, how I can measure that matrix?

Point being, different providers will have different marketing strategy. While the old, reputed ones doesn't require mass selling but newer ones will most certainly require as they don't have much returning clients.
In order to stop spamming, one should consider both the cases and in order to do that (to formulate a rule devoid of ambiguity), the basics of what is spam needs to be defined first in my opinion.
Otherwise, nothing will happen even after implementation of new rules since, people will just circumvent the new rule with some strategy to not to be considered as spam while the same practice will go on.
One can already see its affect in, opening the previously closed threads on the account of being spam heaven. Why those threads needed to be open again instead of closing more?
How were providers selling before the post order number to double bandwidth? It's a fairly recent phenomenon.

It has a psychological impact.
When you reinforce the "double" parameter time after time, it makes the product lucrative against the same product which just writes it in opening post. People will choose the former over the latter any day even if both are same.
For buyers, it makes a huge difference.
Is it spammy? Yes (in my opinion).
Is it creative? Yes.
Does it give more insight in selling matrices for a buyer? Yes.
Is there any alternative route which will be less spammy yet could give the same benefits? - Haven't seen one as of yet.

I tend to believe that those order number posting helps to increase the sales, some seriousness of people buying, though it is annoying others, but excite crowd mentality.
Adding a weightage for thread would help to push down old threads. Adding certain aggregate filters, having offer link on top as one menu, many ways around.
Perhaps for such threads show an additional "ignore" button like the current "bookmark' icon on the right side. It is only a few very active such threads getting bumped by new posts so often that is annoying. A quick way to ignore them would let each user decide.

So this thread has 12 pages already. Shouldn't it be closed? Cannot follow what the point is in 12 pages if there is no LET rule about the original post. If it's set in rules, then it's rules. Otherwise it's just another thread. I do not see it in the rules, and the proposal is vague, so, what to make of this?
"Comment your order# for xyz upgrade/free resource/discount %". While I agree it does not add to forum content value, the offers are a platform for sales. I think if the rule is set, then it is a rule. Otherwise this is not the thread providers were looking for. It creates disarray on what is allowed and what is not, and room for some providers to take heed and others not. If this is the case, then why not just limit the amount of pages a offer thread can have then auto close? Say 10 to 30? but but but, the biggest fish in the pond may complain as they have multiple hundred pages threads kept alive by some odd grace...
Yet again, defence of spam… No wonder that such figures as Trump won the election :-/ . Anyway, yes topic could be closed because there is no meaningful discussion, only circle jerking.

The 'double' could just be part of the offer in the first place. It isn't free, it is assumed in the price that it will be sold as the larger value. If really necessary for some reason, share the number via a direct/private message.
The whole point is so that the thread gets put back to the top. Which means it is always on the front page and advertisement can easily be seen by other visitors
If share via dm then thread is dead and if no activity could be on 2nd or 3rd page which means the flyer has flown away
