Even with 1 gb dataset, if many parallel requests get executed over at same time, the CPU usage spike increase. Instead of one student, if there are 10 students or 10 scripts or 10 tests or 10 reports request came in, it just spike CPU. Very difficult to know when or where CPU spike happen. You take much higher VPS from Virmach, whether it is 8 gb or more 512 mb or low, 1 core or 4 cores, the story is same with them.
Ideally you cannot predict application use of CPU all time consistently, Virmach suspension will pose great risk for projects. Instead of 18 usd, one may opt into different providers in LET, or more reliable one, we could be better.
Well, again, if the use case involves unpredictable cpu spikes that can go beyond AUP, use VDS
Another factor for consideration, sql server db express can use only 1 vCore …. so create 3 db server instances on 4x vCores VPS and divide the load between three sql instances on that VPS.

You obviously don't know virmach... The whole system just generates random spec VPS offers every couple of hours. Occasionally they're tempting, but usually they're pretty stupid combos and not worth the money. I regret not jumping on a 10TB bandwidth in Tokyo early on that was actually a pretty good price, never seen a deal that good pop up again.

I'm going to guess Windows 11 with effort put in to disable unneeded services.
0.7gb memory usage is not possible, to my knowledge, with Windows 11, even with setting unneeded services to manual mode.
This is Windows Server 2019 … most optimized version when vps < 2 gb. I am setting up MS SQL Server 2022 database server as well.
I use the open-source software Mem Reduct to manage Windows memory and promptly reclaim idle memory. LOL!!!🤣🤣🤣
