  No providers will be able promise you an IP that you can access from Mainland China.

  There is a simple reason for this - China will arbitrarily block any IP it likes using the GFW. The providers have no control over this. Moreover, if they sell you a service and YOU cause the problem that causes China to block the IP address, that is not the provider's fault.

  There isn't really any need for this message, because everybody from China should understand the risks of buying a VPS from outside China. You are choosing to circumvent the rules of your own country by doing so, and you shouldn't expect others to deal with the problems that causes.
