I agree with you, it's not their obligation to help a certain country's clients. I suggest this because there're threads on hostloc making complaints to greencloud, criticize they don't provide free IP change service for users who bought a China blocked IP.
Considering there's a big group of buyers from China, it's a better way to warn in advance on purchase page, to stop who would buy an unusable product, like many other providers did, it will help reduce endless arguments, good for both sides.

These Chinese users are breaking their local laws by buying foreign VPS. If their government blocks their IP to try to make them comply with their laws, that's tough luck for them.
It's certainly not the provider's fault, who's doing everything correctly and legally in their own country.
