Hello, highly enlightened VirMach user and enthusiast here. Yes, it'd count.
If you're using your service for something that's private, such as a VPN, a quick way to ensure only you get to use that bandwidth is logging into VNC and blocking all network access and then whitelisting your own IP address only.
Also 1MB per minute is 42GB per month and in most cases of bandwidth suspensions, there's a delay before suspension to where usually people use about 50GB extra, over their bandwidth limit, and we usually would not charge for that if we're not contacted, as in we don't keep track of it. Also for new plans we advertise as 2TB for example, instead of 2000GB it's now 2048GB so you already in that example would get 48GB extra. Seeing as we upped the smallest plan to already have more bandwidth than most people would use, of 1024GB, that should not be a worrying amount of background traffic for you.
But with that said if you ever get suspended for using 1024GB/1000GB usage and not 1042GB/1000GB then just mention the background traffic in suspension appeal ticket and I'll up the bandwidth for that month to 1042GB.

I migrated a 100GB/month plan to ATLZ009.
Prior to migrating, ARP traffic seemed to be less than 1k/second
After migration, ARP traffic is around the 1MB/minute mark, which seemed it would be half the bandwidth.
There are arp requests from 7 different gateways
How much does that plan cost? Honestly curious.

Same ARP spam in Amsterdam. 10 minutes pcap = 159884 packets, while ARP is 155101 (97.0%). There are even entries like that that makes me wonders wtf

It's not going to get completed very quickly with that title, you picked custom department or modified the title if you clicked the correct department. Custom tickets should only be made if you can add more details, not less.
Also if you have two tickets open they'll end up getting merged and most likely closed.

From a few hours of pinging to the default gateway on AMSD029:
0.923805% packet loss, rtt min/avg/max/mdev = 0.509/48.337/5368.269/178.051 ms
Still figuring out if the outages I see from my monitoring system are on top of the packet loss to the default GW, or the same ones.
Since this behaviour apparantly is on many more nodes in different DCs, I'm just keeping an eye on it to see if/when it is solved...
Any update regarding 8gb ram offer?
That last bit of networking issue is most likely related to VLAN size as people have discussed in the past. We already started setting up new nodes a few weeks ago in most locations to be more separated and we're coming up with a plan to separate them. Unfortunately I don't really have any more information that for you at this stage.
The majority of it though was unrelated so when we were fixing the initial problems it was mainly the NIC configuration and use cases in locations where there's heavy packets.
We cancelled plans for the next LET offer but I can generate it for you specifically if you're still interested, just reply back with your email on the DM chain we already have right now.
