This was an entire project we had planned 2-3 years ago. For the OpenVZ migrations at the time, lol. That's how far behind we are with everything by the way if you had to wonder.
Anyway, we were going to use machine learning. Then we decided not to use machine learning. Then we decided to use machine learning. Then we had some mixed ideas and honestly I have no idea which version of the idea I'm about to tell you as there were many, but it goes something like this:
Check user's activity levels.
If it's dead, we assume it's not being used and do not use the usage data.
At some point we decided we also had to take into account the VM's age and the node's age as well as that skewed data.
If it's not, we use the usage data but carefully. This is the part the machine learning gets used the most.
We basically find the perfect inverse node, so if ratio is higher RAM used, we put it on the least RAM used node, and so on.
We'd also have rules on what locations are "heavy" on, for example, San Jose uses a lot of IPv4 due to China, so we would ideally allow large plans to migrate here easier.
We'd also take into account time. It's important when the activity levels happened. We found it effective to try to also use the customer's location if available and accurate in the "time" element, as in someone from Japan who is on Los Angeles would be weighed differently than Los Angeles on Los Angeles as we assume it's used at different times.
And finally, chance. We'd basically have the machine learning roll a choice, the basic usage script roll a choice, and activity level/time/location mix thingy. If they all match, good. If not, re-roll. If all re-rolls fail to match up then I don't know.
We were also going to use this on IP changes, migrations, as well as new purchases.
Funny enough no part of all that did we consider what's cheaper and I think I like that.

Okay fine I'll move you to Japan but your usage is really high sometimes in terms of bandwidth. I get to move you back somewhere else if this ever becomes a problem and as long as we have that understanding then it's fine and migrating now.

I do understand all the security concerns, I just can't realistically do all of them like that if I can't quickly search for it and match it with the invoice ID. For these few it's technically fine, just on a mass scale, especially if people look at it and blindly copy/repeat it, it's something I want to stop early.
