If you convert my VPS to shared hosting with Direct Admin (Prefferably Reseller) and keep almost everything to the same(that includes Hard Disk Space,Bandwidth with atleast 5-10 Domain limit), I would still like to continue

It's very unlikely you can sell 250 IPv4 addresses right now.
Maybe you'd increase unit price to reduce risk.
€9/year•address would be more reasonable.
P.S. I wish IPv4 can be announced as small as /26, which would vastly increase address utilization and reduce start-up costs for smaller providers.

If you manage to sell them all this month, you earn up to €18, but you have nothing to sell on Easter, Memorial Day, Labor Day, Black Friday.
If you don't sell them all, you lose money.
If you get another /24, you can sell on Easter, Memorial Day, Labor Day, Black Friday.
Then, the same cycle repeats.
That's why pricing has to account for a certain percent of inventory being unsold.

There's no technical reason for only announcing /24 and larger subnets.

It's ridiculous, this is the same thing as banning cars because someone has already run over people. Just like there are crazy people, there are those who confirm their identity and continue to make rubbish, there are those who steal credit cards and have a passport, this is sold on the internet in order to verify, and it is called carding.
In addition there is a database where we can have access to documents, emails and old passwords so it is not impossible to pay by someone's credit card and use their document, imagine a friend of yours in the cafe, he trusts you. That's more reasonable.

It's "IP subnet" or "IP prefix".
Class A/B/C is deprecated since 1993, see RFC 1817.
