@ninzo59 can existing failover IPs that have been used and attached to servers in france also be reassigned to a box in Germany or UK? or does this lead to problems like with public cloud IPs in OVH for instance...
(I am not asking about changing geo-location, but simply using the IPs with servers in different locations.)

Oh, I was getting ready to launch the German location. DDoS protection (and to hide the actual dedi's IP) isn't an issue as I'll just route everything through another VPS. OVH is running out of IPv4 addresses, too, and they will have the same problem as hetzner soon.
Edit: people said that the xeon CPU is very weak, but I'm not sure how well it would perform to an i7-3770. IPv6 support soon, probably.

A dedi like this is hard to match on Black Friday. Storage got expensive because of Chia. IPv4 gets more expensive as Amazon holds lots of IPs. It will make it difficult to match something like this.

Not significant CPU performance difference from my opinion.

If we talk about an IPFO, and only about servers, normally yes you can move your European IPs between European servers. Thats the case mainly between SYS servers.. , with OVH I m not sure.
OVH's support could help on that topic (sorry I m not comfortable with those topics ^^)

It does not, i just manually installed centos 7 .iso raid0 over KVM no payment was required nor any invoice really, in their website says 25€, for KVM but in my case it is free.
I guess he may not be the same type so there is no ipmi service.
