PrismaVPS is pretty awesome, I have one from them.
BudgetVM may provide more resources (e.g. 3 IPs on the $5 plan), but reviews have been ranging from "awful" to "average" only.

For a hosting company you need good and quality BW to your location, low latency and plenty of storage and CPU. I think a dedicated server will be better, but we do host many small businesses like these.
You can also get a shared reseller account but that will make you depending on other ppl with support and features, I say get your own dedicated from OVH, even a kimsufi will do for start, get one with i3 at least.

Actually a DS with kimsufi will be half that price. Will have 8 GB of ram and 2 TB of disks.
If youw ant to start small, sure a VPS is good, start with the one I linked you and you can either grow it later or go the dedicated way.

This is probably not a business endeavor you are prepared to undertake. Perhaps you should get a smaller VPS and upgrade over time unless you know for sure you need 4GB RAM.
