Today is a bank holiday in most of Europe so doubtful they are working except for urgent tech support.
We dont refund. Your Government will do that. Once a invoice is paid, the VAT is due.
If you are a business and applicable for input tax deduction and your actual invoice shows VAT, you get it refunded with your VAT reports.
For reverse charge EU please Open Ticket with your VAT number, Proof of Residence, Confirmation from your Government that
this is your VAT number.

Hmm I thought VAT was only applicable to sales made within the EU, not to overseas customers, so it shouldn't be automatically charged from everyone (although there are some companies like OVH that charge and refund later). Maybe I was wrong.
Why collect VAT when it's not applicable on export of services? Can you please explain?

The price is fixed 48€ for everyone.
If a business is offering fixed prices that include VAT for EU customers and exclude VAT for customers outside the EU.
Therefore, our pricing structure includes VAT for EU customers and excludes VAT for customers outside the EU. This is in compliance with applicable laws and regulations.
We have choosen that way to prevent fraud (i.e someone using fake adress to claim he is in Country X while he is in EU country Y to get better prices)

Charging more just prevent this type of fraud seems a little too far. But as you said I'll go elsewhere. Won't pay taxes unnecessarily.
So practically you're saying you decided to charge non-EU residents extra 8€ just "to prevent fraud" - a fraud from which the only victim is the tax authorities not you - and although a passport copy/proof of address will perfectly cover you in this legal aspect (as many other companies do).
You'd better say directly you just want to maximize profits instead of covering yourself with excuses about caring the tax authorities' money.
I don't think he can collect an amount as VAT in the invoice and not pay that to the tax authorities. AFAIK that's the law in most countries.
So it's probably not a case of maximising profits it's just unnecessary over reach.
I strongly recommend you double check this with your lawyers and accountants.
