When restocked next month with 3900X being canceled, there will be both 3900X and 5900X available. You aren't guaranteed to have the 5900X CPU though.

Yes, you can upgrade to any higher plan.
But you cannot downgrade.

@Francisco I know it's mentioned somewhere, but out of interest when does the stock get put back into circulation? Looking to upgrade a 2GB slice (LUX) to a 4GB, but currently all OOS.
There is new stock on 1st and 7th. For upgrades, I think you can just ticket them for LUX location. They have hardware available in LUX, but out of IPs ATM, so OOS.
