No one but the two knows, MaxKVM and HVC.
Others can only speculate.
Other than the two comments related to TOS, HVC won't spill the tea for obvious reasons and that's good that they remain professional.
On the other hand, MaxKVM decided to create a thread on a forum and also blast emails out asking their customers to contact their upstream directly instead of being clear about the situation and addressing the matter appropriately.
So I don't think this is something the LowEndDetectives would want to pick up at this point unfortunately.

The title is a bit unfair. For all we know he might be looking for another provider, and might be planning to move his clients elsewhere.
Right now the title makes it look like he's asking everyone to leave.

yea its a weird change, now let is telling people to leave a provider. i wonder what other providers think of let taking a stance like that.
edit: full disclosure, i think changing thread titles is bad form in general anyway. at the very least make it clear in the title itself that someone has modified it perhaps in some format like "new title (original title)". even moreso in this brave new professional subscription-driven let.

(additionaly, imo is not helpful - everyone who has sanity has already made backups when servers ran back online as first thing)
to claim that he end on his behalf and to mislead users sure is also not nice (maybe even maliciously)
At the max, the moderator should rename the title to something like MAxKVM announcement | declaration | statement etc., but not to misleading & confusing ppl

I'm inclined to agree that the title of the thread shouldn't have been changed (or at least that it shouldn't have been changed prematurely).
The issue is still open, but the modified title is biased with respect to the still unknown outcome.
It's true that the OP's request wasn't sensible, but this could have been handled by closing the thread (or hiding it).
