Not with the discount levels intact. Effectively yes you could upgrade to a full priced regular Ryzen package but that would not be a logical choice. You cannot upgrade from 768 to 2560 special though for example, you can only upgrade 768 special to 1Gb regular package for $7/MO (example.)
This isn't planned at this time but we're definitely going to explore it at a later time. By that I mean when the dust has settled and all new Ryzen servers essentially filled.
This would be awesome, I'd definitely have a big use for this.
