They both seem very good for the price, but it's not obvious from the yabs if either plan has better specs. The cpu is nearly the same, NVME may or may not be the same, but the performance is similar and maybe there was load on the host when you did the yabs test. As for the network, most likely both servers are on shared 10 Gbps so NY might be better at different times of the day.
We have some spare space in HK DC1 but there will be some restrictions here, let me know if you are OK with that:
