Can you please make it explicit in the ToS that only "Tor exits" are prohibited, rather than all types of relays? Because only exits can be used to initiate traffic that results in complaints.
Yes we don't get complain if it's not exit node, but our ip can be used for illegal purposes isn't it it's in middle node ?
It can't be abused if it's a middle, only if it's an exit. A middle node is 100% internal to the Tor network and cannot be used to spam or abuse with your IPs.

India rules are tricky mate,
They require KYC for all the IP's
Specially if a IP is being used for VPN or similar activities,
TOR is kind of vpn isnt ? it helps us to mask our own internet IP address.
So we can get into trouble for this, gov can easily check if our IP is being used for TOR.
If i dont understand TOR easily, imagine their understanding.
They will think we allow illegal activities using our IP.
So what we can do is split the TOS between plans.
Because india has diff rules which is more strict.
Rest other countries IP's are fine. we can manage there.
I think only a Tor exit would count, because only a Tor exit is relaying traffic to the outside world. There are other hosts in India that can run non-exits (but never exits) because illegal traffic is never going out of their IPs, so it should be fine.
