  The DC03 line is indeed not as good as the DC02. I do not require a refund for my existing plan; I simply ask that the funds I previously topped up to my account be refunded to me.

  DC03 is much better than DC02 for most of the world, only user from China may have same opinion with you. However RackNerd is a provider serves global clients.

  Prepaid is never refundable. You agreed to that when you added them.
