Oracle Cloud Free ARM Instances Being Throttled to 50Mbps
Years after Oracle nerfed the bandwidth for AMD Free Tier instances, history seems to be repeating itself. It has finally started wielding the ban-hammer (or rather, the throttle-hammer) on the beloved ARM A1.Flex instances.
tested my ARM instance in Seoul, South Korea, and both the upload and download speeds were capped at around 50 Mbps. ![]()
nothing to complain about, but just sharing this news to see if anyone else has encountered a similar situation.

Can't confirm.
Try changing Speedtest Server
GSL Seoul location has connectivity issues with some ISPs
Aside from the routing issues affecting GSL Seoul, it appears that the status of the other speed-test nodes isn't looking very good either.
More node test results:
for the time being, it probably shouldn't be considered subject to a 50 Mbps speed limit (like the AMD instances), looking forward to hearing from more people...
Looks fine on my server. i think it's just OCI in SK with peering or smth
I tried several Ubuntu mirrors; since the server is located in Seoul, I tested multiple mirrors hosted in South Korea. The behavior observed was as follows: the connection speed would briefly peak at 1 Gbps during the initial 1–2 seconds, then drop sharply and stabilize at around 50 Mbps.
Japan mirrors test:
Some Seoul looking glass test:
try oracle‘s mirror:
multiple thread result:
You are prob capped on the VNIC level since it's a vps. it could be that OCI was forced to limit to 50Mbps due to abuse? ISP in korea is really strict iirc
I think the Oracle Cloud Seoul connection is probably saturated, so I use Oracle Cloud Chuncheon instead, and it’s really smooth.
sad news.
🤏
I've seen cases where routing differs
depending on the IP range in the Oracle Seoul region 🥶
My Singapore ARM free is also capped at 50 Mbps.

changing the IP address solve the problem?
nodes in locations such as Seoul, Chuncheon, and Singapore appear to be capped at a speed of 50 Mbps for free accounts.
However, others claim there is no speed limit; for instance, my friend's PAGO Chuncheon account isn't throttled at all—it's quite strange.
Changing your vps IP will solve nothing. It's just APAC since bandwidth is fucking expensive and it's not cheap since it costs a lot just to deliver data.
oh, im on PAYG too... i guess free tier accounts are heavy limited due to spam and abuse ig
0 throttle. I use oracle since beginning. There is nothing better then their free tier. Solid infra, solid network. For free. Insane.
Disruptive for sure, build with the free money from the stock market and negative interest rates. No wonder the rest of the world has difficulty keeping up with this cloud adoption race.
Can confirm Mumbai is being throttled too
Throttled in Frankfurt/Germany to 50MBit/s on two x86 instances only, ARM is not throttled.
I am on FrewTier, no PAYG.
My ARM and x86 are both throttled. I thought it might've been VNIC. I created a different instance with different VNIC but still the same restriction. Both x86 and ARM are affected. Both in Mumbai region.
Hyd looks fine.
IIRC, only AMD vps are capped to 40-50Mbps last time i used one.
Zurich seems fine
Testing download speed................................................................................ Download: 206.62 Mbit/s Testing upload speed...................................................................................................... Upload: 2281.42 Mbit/sFine in San Jose. (PAYG free)
Santiago ARM PAYG
Santiago AMD PAYG
Valdivia ARM PAYG
Tokyo ARM PAYG
I've got 2 instances in Paris :
One has 50Mbps for both download and upload (3 cores)
The other one has 50Mbps DL and 1000Mbps UL (1 core)
i receive a mail noticed me that 'Oracle has scheduled a firmware update maintenance event on your instance(s).'
I will update the net speed test result then...
