I am looking for a reliable provider or Sponsoring LIR to lease a clean /24 IPv4 subnet and register a new ASN for my personal projects (private VPNs, tunneling, and BGP setups).
Here is what I am looking for:
Services: 1x IPv4 /24 lease + ASN Registration (RIPE is fine, but I'm open to other RIRs if the price is right).
Management: Full control over ROA/RPKI and the ability to easily generate LOAs so I can announce the subnet at my chosen upstreams/hosts.
IP Quality: Clean IPs only (not blacklisted in Spamhaus, Barracuda, etc.).
Location/Geo: Europe is preferred, but I am flexible.

Question when it comes to leasing IPs: I'm familiar with managing my sponsored ASN and PI ipv6 in RIPE database. I understand that I can lease ip addresses from e.g. ARIN and still announce/use them no problem, but is there a mechanism to e.g. set the general whois, country code, geofeed, contact details, etc? Am I better off sticking to leasing from RIPE and can I manage it better in that case?

You pretty much nailed it. If you stick with RIPE and assuming your leasing provider gives you full maintainer control (some do and some don’t by choice) then you will be able to manage the Whois aspect same as your current RIPE v6 and asn while if it were ARIN space then you are the mercy of your leasing provider to make the Whois edits for you on your behalf.
Additionally keep in mind that ARIN Whois has a dramatically different format and different fields that can be edited too - it doesn’t look at all like the RIPE inetnum Whois.
Personal suggestion: If you have a ripe account and ripe asn already. Try to find ripe space from a leasing provider who is ok assigning your maintainer to the /24.

Because IPXO has own markup? Therefore, going with LIRs directly should be cheaper.
Not gonna mention any, but I have at least 5 customers from here that got screwed sooo bad by IP*O... some of them were basically left with no IP addresses overnight.

Regarding pricing... the middleman is a LIR itself now and some of it's own subnets are leased at dumping price just to fish customers.
If I were still a provider on that platform, I'd make my exit since that's actually the platform competing with it's own customers... a fucking fuckery that makes no sense.
