I might be out of date with ripe policy with all their ongoing billing changes every year but I am pretty sure legacy resource are 75EUR/yr per resource in RIPE land (cheap but not “ zero recurring fees”)

And yes. You technically can have legacy with no contract or relationship with ripe but then you don’t have the ability to do IRR or RPKI and that means a massive routing hurdle in the age of 2026
I am pretty sure same sort off (or very similar) policy is in ARIN and APNIC
The current stance allows for registration, including route / domain objects, in the RIPE Database. Entering into agreement with the RIPE NCC, albeit directly or indirectly through a LIR, would be a smart idea, if you intend to sign the resources with RPKI, but it is definitely possible without, exclusively issuing route objects in the RIPE Database.
Some of our customers explicitly did not want to enter into contract with RIPE, or for that matter any RIR, so it is definitely possible. I am not saying it is the most easy or the most recommended way going forward :-)
