DE?country: DE?IPs arent "registered" in any country, and I see more and more people asking for specific "registration" countries which confuses me.
Good breakdown. In practice most buyers mean "GeoIP shows DE in the database their application checks". which has nothing to do with where the LIR is incorporated. We've seen cases where RIPE WHOIS says DE, but MaxMind shows NL.
Even within RIPE itself there are three different things: country - administrative, not a geo signal, geoloc - coordinates, barely used by major DBs, and geofeed - the one that actually has traction with MaxMind and others. All three can say different things.
