They tried, but not luck. Just leave it.

Everything you said is all good, but for such a crappy small VPS, at $13.47 he should still be making a (tiny) profit and so should just honour the stupid deal and take it as a learning opportunity while there was only a couple sold rather than 100s.
All the good PR work he's done for his brand this weekend has suddenly evaporated in a flash by being a dick over a few tens of dollars.

I think even AliExpress offer some buyer protection, especially if you didn’t even get a tracking number. Ask support how long you need to wait, at the same time, contact the seller, if nothing, after this time, apply for a refund. Save and provide all proof of communication etc.

Wait the required time stated for shipping (usually 2 weeks), then raise it as missing on Aliexpress. They're pretty good and will pressure the seller into accepting it's missing and authorise a refund or the seller will insist on sending a replacement. You'll get an answer within a few days if the shipping deadline was missed.
Wait and see what Aliexpress say. If it goes the refund route, all good. If the seller wants to ship you another, you have more waiting to do.
