HK used economy route, but it doesnt bother me because still closer to SG (where I am at)
Although Hong Kong is closer to China, the internet connection there is actually worse when reaching China. Without network optimization, it routes through the United States, resulting in high latency

Even then, since it's so "close" to mainland China, I would have thought even average routing from HK would be better than other places (including JP).

It is close but the routing is more like
HK -> US -> CN
HK -> JP -> CN
Oh. I didn't realize that it was that bad. I guess that's why HK isn't popuplar (typically) with MJJs and those who need "optimal" CN routes?
With proper optimisation or direct peering with one of the 3C operators in China, HK is actually better.
For JP, if the upstream has IIJ or Softbank, it has better connectivity towards 1 or 2 of the 3C's, and holds a stable connection even during peak hours. I think at the moment Softbank is preferred by MJJs.

Yes - Softbank seems to be preferred (vs IIJ) but it looks like JP (SB+IIJ) is still >>> HK.
I assume that HK and/or JP allow breaking free from GFW (with low latency)?
Does the GFW also block SSH by default?

Hong Kong VPSs that do have direct routes to China are very expensive, much more costly than Japan’s SoftBank or IIJ routes. That’s why MJJs prefer Japan — it offers cheaper SoftBank and IIJ connectivity.

Not really, any connection goes through GFW.
The only difference is the Premium routes from 3C's. - CN2-4809, CUIB-9929, CMIN2 use dedicated lines so during peak hours, your traffic is given the priority to enter mainland, whereas "ordinary lines" face severe congestion.
For JP, it looks like 1-2 3C's have enough capacity peering with IIJ/Softbank.
For rest of the operators, even for T1 ISPs, the ports are maxed out, and the 3C's are unwilling to increase the port capacity - so that they can milk users/ISPs to go for their premium line.
From my observations and testing, it looks like China Mobile is the "friendliest" now. In fact, if your VPS has Lumen as an upstream in HK, it works as good as an optimized line.
