This was introduced in our TOS back in 2006-ish, and to be honest, I do not remember the exact reasons, I think it was related to DoS attacks.

@dcc People will buy small vps and spam hard, i.p blacklisted, and change DC, and do it again and again, I've seen a lot. Be careful...you may lose whole i.p block by being blacklistd.
The service I would use the VPS for is not free in NL but is free in Germany...

Germany has an issue which makes it not the best place for hosting compared to NL. It is their laws that kind of crazy when it comes to hard drive seizures (police just comes and takes all they want, no warning and no way to get your equipment back).
