I initially thought hey were related to liteservers/naranja as per a similar discussion from this thread https://lowendtalk.com/discussion/203278/naranjas-network-is-somewhat-terrible/ because looks like these servers often go down at the same time.
I'm not sure if I had a whole day without a single downtime at this point and while for a webserver these 1m downtimes aren't that noticeable for a TCP service they're annoying as hell.
