I experience the same thing. To 9 different other IP rangers from 9 different hosters. Intermittedly. Sent several monitoring graphs to prove it. Have made ticket.
Answer: "This is not with us, ask the other side". Yeah right. 9 different ranges from different hosters all at the same time while at the same time monitoring from other locations to those 9 hosters have 0 problems.
The problem is with you or your upstream provider to a part of the outside world. Not every destination has the problem, but I have several of them. 2000+ ms latency while 10-15ms is normal.
