Any clue how long the order provisioning takes place?
For me it usually took ~30 minutes for normal product. For the flash sale, mine took 3 hours (RS8000 MNZ)

When i first bought from netcup (i believe it was september/oct flash sale) they couldnt deliver, waited for 2 weeks and had to cancel. Then i bought again on BF24 and they delivered within 30 mins.

It was my first order and it didn't take more than an hour.
I ordered two. The second one was a bit delayed (by 8 hours) which was understandable since I ordered in their non working hours.

Normal would work. Port forwarding gives you slightly faster speed but that honestly depends on peers. You'll be fine with non port forwarding ones.
I purchased the RS plan as a new user.
From the time of ordering to receiving the email requesting payment, it took 8 hours.
There are 2 options for payment: Prepay and Identity Check (maybe for something like pay at the end of month?)
I chose PayPal prepay because some people reported their accounts being banned when failing the identity check.
After making the payment, the server was delivered in 5-10 minutes.

Do all Netcup VPS/RS have VM-x / AMD-V disabled? I've been looking at various yabs but haven't seen any with VM-x enabled.

Yep, its in their FAQ. Apparently turning it off somehow makes their system more secure lol
Previously there was a PER CORE (yes, that's right) charge to enable it. I'm not sure how popular it was and I don't remember the price either but I don't think it was "cheap" (esp. in relation to the VM itself).
I think after they switched to the AMD CPU's, they outright stopped offering it and it's more related to stability.
I also think there were other providers (HostBrr comes to mind, not tagging intentionally) who had to disable CPU pass through (and many flags) to deal with the stability issues on some boards - I suspect Netcup has observed some similar correlation and so they stopped it.
I think I saw someone mentioning their live migration being effected by VM-x somehow
