The panel has an indication status for the "cluster" so one might assume they are indeed on said cluster but until you submit a ticket that is actually not the case (currently anyway).
You can use the Caasify marketplace, which allows you to access all these providers (Hetzner, Linode, or even local data centers) on one platform.
All our services, KVM VPS, KVM VDS, cPanel, WHM Reseller, etc run on High Availability Clusters. @FrankCastle is correct that manual intervention is needed to enable H/A on the KVM level. We're rolling out an update to make this automated, so no manual intervention will be needed from the 24x7 support.

i am not sure, as someone previously mentioned they were not part of the HA cluster initially. I have raised a ticket as well, but overall the performance is below average.
I think your WordPress benchmark summed it up perfectly: This is quite average score, your site should run quite well, but it will not break any speed record.
I was the one that brought up the HA cluster details. And I can say that getting moved to the cluster isn't going to improve your performance much at all, if any.
However, at the price point they offer what seems to be a very solid service to me. Their support is top notch (very quick to respond and very helpful). You get a very healthy bandwidth allocation. And back to performance, it isn't nearly as bad as many of the other services at this price. Will it break any speed records? Definitely not but I don't think it is very feasible to expect the fastest servers at rock bottom prices either.
I've seen deinserverhost having as competitive prices as Hetzner, don't know if it's a apples to apples comparison. But they exist.

P.S I wouldn't complain given i only paid for a 4core and 12GB RAM with the link you provided Not sure if that was supposed to be for cheaper hardware or something like that but personally, with this performance, i wouldn't be moving any of my clients websites given it's HA everything else. Also the VM has been provisioned in a wrong cluster; i believe, as per the YABS it's a broadwell not Xeon. I have raised a ticket and received confirmation that someone will be looking into it. will give it another go.
Yeah, your location and what hardware the cluster in said location is using will definitely make a difference. I'm in New York on a Intel(R) Xeon(R) Gold 6130 CPU @ 2.10GHz which seems a little better than whatever location/hardware you are currently on.

you have a very interesting selection of hosting providers, obviously you don't trust anyone 100% if you chose 3 of them? Diversification of hosting providers.
I would also like to ask a question about NetCup, who works with it with high traffic?
It turned out that this hosting is praised here, but read the reviews on the Internet and most of them in a negative way.
I want to make a VPN service, there consumption will be about 30-50TB per month. This is within the limits of NetCup, but there are fears that they may not like something. Many write that the traffic is unlimited and fair use, but no one knows where the actual limits are.
Is netcup stable and is it possible to use their servers with 500-700 gigabytes of traffic per day? Who has real experience with them?
P.S. I just somehow can't believe that they allow traffic up to 2-3 Terabytes per day on a $10 VPS.

People do something wrong and when they get caught usually they start blame game or put negative review. Only issue with netcup is their billing and the process of new account activation. I don't have any high traffic website with them, but they are rock solid with 100% uptime for last 2 year or so. I never had seen any downtime in my betterstack uptime monitory system. This is ame for hetzner and OVH too they all work well.
