Temporary deployments are not subject to waiting list. However, ARIN checks the actual use of IP allocations and if used for anything else than strict communication between devices for IPv6 deployment, IP allocation will be retracted.
So you can't use them to actually host sites, virtual servers, mail... and any other service for which you would require a normal/regular allocation.
4.10 allocations are usually used internally exclusively to facilitate interconnection between devices where you need to deploy v6.

Thats not exactly true. Can get ARIN approved /24 within a couple months every 6 months if you apply the right way to enable ipv6 dual stack transition. Free consulting done.
