Since I don’t think there was any intent to fraud, i.e. scam, it’s probably more likely a civil matter.
Very hard to fight that out from (India?) to Romania

GoSSDHosting seems to be more or less screwed up because Calin is abusing the fact that the client wanted anonymity - something Calin explicitly agreed to but is now using against him.
What should GoSSDHosting, located on the other side of the globe and having paid for undelivered services in crypto he got from his client, do in this situation?
In my opinion, this is one of the crappiest moves Calin has made recently, and he's done a lot of the crap in the past few years.

This is one of the biggest dramas of LET, along with that of HostSolutions. Now considering Calin wishes to close the thread without doing a refund (even though he has money), it means there is a good reason to believe Calin is a scammer.
Just like with HostSolutions, iHostArt should be banned from LET permanently, not just provider tag removed. No community should encourage something like this; nobody should ever encourage stealing.
Deep down I still find it hard to believe how the second biggest drama of LET comes from Romania too; while this supposedly scam is somewhat connected at its roots with the previous drama, since iHostArt acquired servers and knowledge from HostSolutions when iHostArt started doing business.
iHostArt wants the thread closed. This says a lot about the provider. I still wonder why he's not banned yet.

Unpopular opinion, but this was a shady deal between several parties
Gossd agreed to structure money to stay below any radars, if LET should ban people based on possible crimes, LET should ban Gossd as well
And also ban anyone seeking servers for copyright infringement
The only other possible reason for a ban would be to protect the members of the forum. If a member buys a VPS from Calin, wouldn’t they recieve it? I think they will
A user/rep has indulged in various shady/near shady behaviour/transactions and your basis for letting them remain is because you do not think they will scam members for $7 VPs?

The money is at iHostArt. It is there because iHostArt converted it from crypto to fiat without knowing the laws of their own country.
They can fix it with funds which they already have, but they won't; instead they want the discussions closed.
It is quite simple.
I love Romania. It offers DMCA hosting, but it also offered some of the best dramas (if not the best) of LowEndTalk so far.
What the individuals do or how would they use it, let the competent authorities deal with it. In this case, Gossd didnt get the servers which he paid for as agreed between them, and had not the opportunity to do any "illegal" thing, although Calin is ok with such activities! However Calin got his money and did not provided the agreed servers between them! Based on the forum rules this is considered as scam, many of them who took the money and did not provide the services got banned!
What if Calin thinks or say again "bank" froze the money will they get the servers? Why do you believe that this case is different?! Gossd is a member of this community too, what makes you think that Gossd didnt get the servers but others will get them? Or do you think that Gossd's money are less worth because he's Indian?!

In this case, @xaoc’s massive peenus is irrelevant to Calin’s failure to keep his promises, but the person is using their personal bias to suggest a ban.
The whole DMCA ignore everything allow scene is shady. If we want to ban shady activity, that whole thing has to go. Including Calin & gossd.
