Finding Bulletproof Webhosting & Domain Registrartion

For this, I am thinking maybe Cloudflare Domains will do good job?
cuz My purpose is legitimate, just wanna use trusted and the registar happy to keep me anonymous.
(I wanna reduce a risk)
Budget is $20 per year.

If you can raise your budget, Incognet @MannDude might be what you're looking for - they do both hosting and registrations.
Highly recommend not running your domain and web hosting at the same company. And CloudFlare definitely won't keep you anonymous if there's any actual legal concern.
I just don't wanna use the company that very friendly to law enforcement... xd

CF will forward abuse complaints to your ISP and your contract will be cancelled. Don't tunnel to home.
Every company has to follow legitimate legal requests within their jurisdiction. So if you're concerned about being in legal trouble you just need to look for a service in a country with very poor law enforcement or governments.
Plus any company that caters to anonymity or being "bulletproof" (which now days is basically marketing BS) is going to be over your budget anyway. Catering to this crowd isn't cheap.
All registrars seem to apply domain privacy services to all customer domains whether they ask for it or not these days. NameSilo seems to not even store your name and simply gives your account the default name of "Domain Administrator", though they do save your address, but you could probably use a PO box or something else that won't identify you easily.
Unless you have concerns about them leaking your personal/payment details via other channels, like people pretending to be law enforcement or a court, or a data breach like what happened with ovh, any mainstream registrar with policies that you like is probably good.
Do not use a domain-by-proxy reseller service if you value the uptime and ownership of your domain, if there is any chance at all you think that your domain could be suspended. All support with the registrar they resell for is forced to go through the reseller, and it will dramatically drag out the process, probably incur ire and extra fees, and the reseller basically has you by the balls because you have no legal recourse to get the domain name back from them if they decide to stop wanting to deal with you.
Using a real domain registrar, you have ICANN protections against companies seizing your domains illegitimately, and legal options to press them if they try.
Don't put your domain reg on cloudflare. If cloudflare block you, you can just point it to other (temporary) provider.

You are about 15 years late to the party. There used to be a time when actual bulletproof services were openly available but it's long gone. You can get some abuse resistance but you simply won't find a keep-online-no-matter-what offer (which is what bulletproof means).
Especially not with this budget. Risking legal trouble for $20/y is simply not worth it. If you want someone to shield you from (law-)enforcement you'll need to invest a lot more (assuming you find a legit offer, which is not going to randomly happen in 2024).
If you want to be anonymous you should pay in crypto (obviously making sure it doesn't trace back to you - Monero etc), go for some abuse resistant host, cover your (IP) tracks and if personal info is needed use fake data. That's the best you'll get with a tiny budget and even there $20/y might be somewhat problematically low.

No legitimate business is advertising as bulletproof. That sort of hosting is for the worst people on the internet. CP, botnets, spam, etc. If that's what you want, look for some no name business registered in Seychelles that only accepts Monero and has servers in some damp eastern European warehouse or basement or something.
If you just want privacy, no one does it better than us. We still have a strict TOS we enforce though because we're a privacy host that supports free speech, not a privacy host that allows you to do whatever you want.
We require no KYC. Just an email address. Order from Tor, VPN, or whatever. Just follow the TOS and you're fine.

I really don't get the vitriol toward @MannDude. I use his services for my main website with no problems. Most customers of his are normal, legitimate users, not the strawmen used to erode online privacy and security.

It really does seem like you came on this comment thread to attack a provider who's been with us longer than you have (since that seems to be something you care a lot about!) over a simple disagreement in how to approach running a business.
LOL - I thought you were calling us a 'reseller' because we lease hardware from @crunchbits in two US locations, hardware that isn't their normal stock and typically custom built configs for IncogNET specifically. Same with Worldstream, our servers are not publicly available and instead built for us and deployed on our network.

And what I said then still holds true. Our upstream there turned out to be incredibly disappointing to the point where I DID considering pulling the plug. I had drafted up a 60 day notice to clients and everything. Those immediate issues have since been fixed and we're still moving to our own space within KC, especially now that Terrahost has left the market.
We still own the hardware. It's still ours. Probably what will happen is I or someone else physically goes there and moves equipment from the current rack it is in, which belongs to another provider that we're leasing the rackspace from, and then move it to our own rack space.
Ignoring the issues we've had with them, this setup is pretty common. A larger provider has rackspace in an established datacenter with excess transit and capacity and can offer it to end-users at a rate that is more favorable than going direct. It's literally what a ton of businesses on LET do.

TLDR: I am a reseller and did not follow through on the freedom of speech lawsuit threats against the state of Washington that I advertised. I definitely support your cause and not just the money, though.
Filing a complaint with the Attorney General is not the same as fling a lawsuit.

Bulletproof doesen't exactly mean that. In my opinion, a hoster that gives you a notice that law enforcement has come over and delays shit with them so that you can move out is "bulletproof", everything else is just children with UK LTDs and Neterra IPs.
This is literally the worse advise ever. Namesilo plainly sucks, and not only that, giving them a PO box would lead them straight to your house since you need to provide ID for a PO box. A god damn PO box would identify you more than your home address.
