I should have followed up with this thread. I did some work for him and he was happy at first. He gave me another project for nginx deployment and I completed that.
Now he is screwing me over fiver by opening a dispute because there is an issue with the application not being able to send email properly.

Is it possible for you to be a mediator in this. I did the work and he is still asking for things on top which were not included.
And then he start saying that you are from Pakistan. The money should be good enough for you etc etc.

He has already opened a dispute there and fiverr almost always favour the person making the order. It's never checked completely.

He promised to refund btw, but typicall for these guys from those countries, he tries to scam now and spread wrong information. I know the real salaries for people in those countries, so he was overpaid already.
Its nothing new, everyone dealing with freelancers from those countries know how these people are. Track as much as hours as you can, scam people as much money as you can, deliver work from your indian / pakistani friend, that did it for 6 Dollars.

Please re-read the text. Indians and Pakistani are just scamming people on upwork and fiverr, charging high prices and giving the work to someone in their country doing it for a few dollars.

What kind of popcorn? I'm old school and only use corn and salt, but these days it can be anything.

If you had any money, you wouldn't be hiring people off of Fiverr... unfortnately, it's a self-ownage situation.
Just pointing it out, $60/hour can seem like a lot but there are additional costs like overhead and taxes and such that eats into it as a private consultant/contractor. It's the cost of doing business and should not be looked at as equivalent to direct full-time hourly rate.
The higher hourly rate (compared to full-time hourly) is for the convenience of not being locked-in to guaranteed work and instead working on project-based or task-based compensation. It also makes it easier for you to cut talent off and switch to a different competitor if you're unsatisfied with their work. But again, you're going to be paying a premium for that option. Also don't equate it to what their country's "average hourly rate" is, because that's data looking at a different cross-section with different costs associated to it. What's market rate is market rate. You're working in a global talent pool, not hiring locally. You want local pricing? Go and source it directly from there then.
It seems like you want fixed cost contracts but you want the benefit of time and materials. I'd suggest figuring out if you want fixed cost contracts and stick with that. Don't talk about how that comes down to hourly. If you want time and materials, then figure out what your max budget is and just scope out hours (and level of experience) it'll take to fill that out. If the quality of the work doesn't quite reach what you want/expect, that's probably a problem with the budget tbf.
