I usually configure PoPs for a very small CDN network, also encrypted proxies (No VPNs. Period.) to help my friends, but I don't want to choose a place, where the local legislation in fact allow itself to access user data as much as it wants. So I'd prefer locations in Europe, and steer clear away from places like Hong Kong.
I myself would prefer more exotic locations in Western Europe, since few providers would even look there, thus Austria, Belgium, Denmark and Hungary.
