In English, you can't "arrive to a place". From the perspective of Spanish, llegar a un lugar indeed doesn't determine whether it's A or B.
B. You could also say "I should have gone to the office 3 hours ago" or "I should have been at the office 3 hours ago". If you ever say "arrived to", Trump supporters will try to deport you immediately!
