The last provider I had to provide and ID for was...Netcup?! Anyway, if it's a trusted provider, it should be fine.
Some Providers I have used that didn't ask me for an ID (not necessarily had dedicated servers with them though):

SoYouStart (actually that was a dedi 100% haha)

Yeah, I went with a Russian provider for now. Their customer service could use a little work, but it offers what I need.
